• Ensure that all documents received from higher organizations are submitted in the manner prescribed by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 12.01.1999 No. 12 "On measures to strengthen executive discipline", the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated March 29, 1999 No. 140 "On approval of regulatory documents on the organization of administrative and economic control in state authorities and management of the Republic of Uzbekistan", as well as full execution and removal from control of each point of documents by the General Director and the Rector;

• Register all types of appeals in accordance with the Law of the Republic of Uzbekistan "On appeals of individuals and legal entities", ensure their timely registration by a resolution of the General Director and the Rector in the prescribed manner, as well as sending responses to the higher organization and the author of the appeal;

• Organize all activities of the department and staff work;

• Develop work plans for the department and ensure their implementation;

• Maintaining records of the laws of the Republic of Uzbekistan on education, decrees of the President, orders, decrees, resolutions of the Cabinet of Ministers, decrees, orders, instructions and telegrams of the Commission on Higher Education, Science and Innovation, as well as the list of execution of orders of the General Director and the Rector of the University;

• Generate and control the registration of all documents received by the University from higher organizations within the established timeframes and in the established manner, submitting them to the General Director and the Rector for approval, transferring them to executors, implementing and removing them from control;

• Ensuring the execution of documents for leaving the University in the established manner;

• Maintaining and controlling records of official forms of the University;

• Control the filing of completed documents in the appropriate folders according to the nomenclature;

• Ensure registration in accordance with the established procedure of all orders and instructions of the General Director of the University and the Rector of the University that are not related to the activities of the HR department (hiring, transfer to another job, granting vacations, imposing disciplinary sanctions, terminating an employment contract, sending on business trips);

• Ensures registration in accordance with the established procedure and deadlines of appeals from individuals and legal entities, their submission to the Rector for approval, transfer to executors, ensuring execution and removal from control;

• All telephone messages and letters received by the University from higher organizations are registered within the established deadlines and in the established manner, submitted to the Rector for approval and transferred to executors.

• Monitor the regularity of receipt of incoming documents in the Job Flow Control and MF IJRO.UZ system programs;

• Ensuring compliance with the established work procedure in all divisions and structural divisions of the University;

• Transfer of completed documents to the archive in accordance with the established procedure and deadlines;

• Conducting an analysis of cases of bringing to disciplinary responsibility and appeals of individuals and legal entities, providing information about this to the CEO and the Rector, as well as to the Department of Monitoring and Quality Control;

• - in accordance with the Resolution of the Cabinet of Ministers No. 11-10, summarize and analyze monthly reports on tables 1 and 2 and submit a report on the results of each month;

• - conducting current (daily), weekly and monthly analysis of executive discipline;

• -Preparing quarterly, semi-annual and annual analytical data on letters, applications and electronic appeals received by the department;

• -Regulates and controls employee meetings held by the university management;

• Deep knowledge in the field of information and communication technologies;

• Organization of archival affairs at the university based on the requirements of the Model Regulation "On departmental archives in state authorities and administration bodies, enterprises, institutions and organizations of the Republic of Uzbekistan", approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 30, 1999 No. 482;

• Assignment of stock serial numbers to collections and documents accepted into the archive;

• Organization and replenishment of the scientific information apparatus, taking into account the compliance of documents stored in the archive, the scientific information apparatus of documents previously transferred for storage by the state;

• Organization of the examination to determine the scientific and practical value of documents stored in the archive, provision of methodological assistance in conducting an examination of the value of documents in the process of work;

• Registration of documents of the National Archival Fund of the Republic of Uzbekistan and their state registration
